How We Review Sportsbooks

Reviews are produced by the Reviewing Sportsbooks Editorial Desk at The Fantasy Prophecy LLC. We do not invent named reviewer personas. Scoring inputs are payout (40%), bonus (25%), markets (20%) and trust (15%). A book with n=1 can show a test result but cannot receive a published overall score or a scored #1.

Payout — 40%

Instrumented withdrawals only. Elapsed hours are computed from request time to arrival and published in the payout log. Operator-reported windows never count as a test.

Bonus — 25%

Usable value after rollover, contribution rules, minimum odds and maximum cashout — not the headline number. When terms cannot be priced, we say so.

Markets — 20%

Only market depth we have verified ourselves: leagues, props, live coverage and alternate lines.

Trust — 15%

Active public licensing, payout history, unresolved complaints and account-limiting behaviour.

Rankings are never sold. Commercial terms never change a score or a position, and any order shown before all four inputs are measured is editorial, not a scored ranking.

Provisional Measure 1,394 took licensed sites offline on 6 October. Congress still has to convert it. This is the timeline, not a recommendation.

What was signed

On 25 September 2026 President Lula signed Provisional Measure 1,394. It prohibits operating, offering, intermediating, and advertising fixed-odds betting and online casino in Brazil, including operators based abroad who offer them to people located in Brazil.

Calendar

  • No new deposits from publication of the measure.
  • Voluntary withdrawals allowed until 23:59 on 5 October.
  • Sites and apps offline from 6 October.
  • Banks due to return remaining balances between 9 and 14 October.
  • Authorisations under Law 14,790 extinguish about 25 October.

The measure is provisional

Congress has 120 days to convert the measure into law or it lapses. That vote can slip into 2027. Courts have already been asked to review it.

Political context

The first round of the presidential election was held on 4 October 2026. Flávio Bolsonaro finished ahead of Lula. A runoff is the next step. This site does not endorse any candidate.

Enforcement

Anatel has been ordered to block domains. Advertising and sponsorships are covered by the measure.

What this site will and will not do

We publish the timeline and our own payout tests. We do not publish mirror domains, VPN steps, Pix workarounds, or a list of books that “still accept Brazil.”
